Prison Manuals/Regulations framed by various States. Prisons are included in Entry 4 of the State List (List II) under the Seventh Schedule to the Constitution of India. Thus, as per our Constitution, States have the legislative competence with respect to laws governing prisons. Interestingly, the Prisons Act, 1894 has largely remained unchanged except for some minor amendments introduced by the States, from time to time, to suit their local conditions.
